Hougang has been a fully formed town since the late 1980s. The MRT station opened in 2003, the mall the following year, and the bus interchange, wet market, polyclinic, library and community club have sat within the same few hundred metres ever since. What the town has never had much of is private housing — the stock is overwhelmingly HDB, with a small number of condominiums from the 1990s and early 2000s and very little built since.
That is the whole case for this site, and it is worth being blunt about it: you are not being asked to price in a masterplan that completes in 2035. The amenities already exist, are already used, and are already reflected in how people live here. The variable is the housing, not the town.
